Difficulties and solutions for export enterprises when Circular 39/2018/TT-BTC takes effect

Mr. Dohng Minh Hoha:The biggest changes in Circular 39/2018/TT-BTC are about the settlement reporting process, which is much more difficult than Circular 38/2015/TT-BTC, for processed goods, export production (sxxk), export processing enterprises (dncx). The liquidation or liquidation of processing contracts for this type must be presented by the enterprisenormreality at the momentsettlement reportyear-end tax.
 
So what difficulties do outsourcing, export production enterprises (sxxk), and export processing enterprises (dncx) often encounter?
Mr. Dương Minh Hòa:In reality, the management processes of businesses are often not strict and specialized. Import-export is styled as import-export, Accounting is styled as Accounting, Production is styled as Production... everyone does their own thing, leading to data discrepancies.
In addition, the norms for each department are different, with differences in norms. NPL codes, Product codes for each stage, each type, can even overlap, leading to redundant declarations. Employees change constantly, and every time they change, data is lost or misplaced.
Besides, we must mention professional capabilities such as: experience in declaring criteria on declarations, importing - exporting wrong type codes, handling scrap, waste products, waste.... Customs declaration software only supports NXT at a basic level, raw material sounds will not be understood, editing raw material codes will also not be understood. Declaring norms with high loss rates but in reality scrap does not exist or cannot be proven.

Mr. Dương Minh Hòa:Enterprises need to clearly understand and update the changes in this new circular, paying special attention to issues such as: Planning to develop strict raw material and finished product codes; Consistent coordination between warehouse, production and accounting departments; Build realistic norms; Handle scrap during production properly; Records are kept thoroughly and scientifically; The supply chain management process needs to be more rigorous and comprehensive.
